Rhetoric relies on facts, while also being willing to embellish them if necessary. This makes for a very powerful debating skill.
However Rhetoric on its own is only the ability to make an argument. As such, it relies on other skills to give its arguments more weight to its arguments. Without being able to draw on other skills and ideas when necessary this leads to a problem; that while the Rhetorician speaks well, he doesn’t know what he is saying.
